Applications for charter partnerships due Dec. 20

CMSD is accepting applications from charter schools that want to form partnerships with the District. The deadline for this year's round of applications is 5 p.m. on Tuesday, Dec. 20.

The Cleveland Plan, a customized blueprint for education reform in the city, calls for giving all students and families access to quality education, regardless of the provider. Under the plan, which is part of state law, a partnership is created when the Cleveland Board of Education agrees to sponsor a charter school or the District and charter endorse each other’s programs.

CMSD shares 1 mill of a 15-mill property tax with partner charters, which must meet expectations set by the District. Voters approved the tax in 2012 and renewed the levy last month. Cleveland is the only District in Ohio that shares local tax money with charters.

The District has 18 existing charter partnerships. CMSD sponsors 11 of the charter schools.

CMSD and charter schools have joined hands in the Cleveland Education Compact, which was created to explore collaboration on matters such as advocacy, special education, turnaround strategies, teacher training, use of facilities and the sharing of student records.

In 2014, the National Association of Charter School Authorizers, supported by the Bill and Melinda Gates Foundation, gave CMSD $100,000 to develop the compact.
