Charter schools interested in partnering with CMSD have until 5 p.m. Dec. 19 to submit applications.
To partner with CMSD, charters consent to be sponsored by the District or sign an agreement that calls for the District and charter to endorse each other’s programs. Partner schools share 1 mill from a 15-mill District tax levy.
CMSD’s and partner schools’ test score data is combined on the District report card, though the charters still receive report cards of their own. Partner schools also agree to administer a “conditions for learning” survey, in which students rate the schools’ safety, respect from adults and classmates and academic rigor.
CMSD and charter partners work together in the Cleveland Education Compact, which focuses on matters such as advocacy, record sharing and professional development.
The Cleveland Plan, a customized blueprint for reform in the city, calls for students to receive the best possible education, regardless of the provider. That includes charters that meet standards set by CMSD.
CMSD has 19 charter partners, including 11 that the District sponsors. Cleveland is the only district in the state and one of the few in the country that shares tax money with charter schools.
