    The Research and Evaluation Office

Our office provides leadership for the district’s research and program evaluation initiatives, policies, practices, and partnerships. The office coordinates program evaluation services for the school district; and provides leadership in planning, developing, administering, interpreting, and reporting on the district’s evaluation programs and procedures. The Research and Evaluation Office provides advice, technical assistance, guidance, and expertise in research design, program evaluation, and data analysis to guide decision-making and promote student achievement. The office also manages internal research and evaluation needs to facilitate district portfolio planning requirements, and external requests to conduct research within the district.

The office is also responsible for determining the admission of external data requests and research proposals. We reserve the right to accept or decline any research proposals. All proposals will be reviewed by our Research and Evaluation Committee. Please allow following the next Research Review Committee meeting for a decision on your request/proposal. You may not conduct any research until permission has been granted by the Cleveland Metropolitan School District.

Please note that any external research proposals should provide the following materials:

    • A detailed description of your proposed research. This description should explain the purpose of your research. A sound research theory using valid and reliable techniques should also be included.
    • Provide educational value to the CMSD or the Board of Education directly or to the field of education generally.
    • Should not intervene upon instructional time or disrupt the educational process.
    • Protect the privacy of students and staff and ensure compliance with state and federal laws (See Policies & Procedures).
