Policy
The Chief Executive Officer or their designee may excuse any school-age child from compulsory school attendance for no more than one school year at a time. The school-age child must receive instruction under the State Board of Education rules in the Ohio Administrative Code.
The child's instructor must have one of the following qualifications:
- A high school diploma
- A certificate of high school equivalence
- Standardized test scores that demonstrate high school equivalence
- Other credentials found appropriate by the Chief Executive Officer
Lacking the above, the home teacher must work under a person holding a baccalaureate degree.
Any request to be excused must be made in writing by the parent or guardian and must contain the information required by the Ohio Administrative Code.
The Chief Executive Officer or their designee shall approve the home school request unless:
- The Chief Executive Officer or their designee determines that the information required by the Ohio Administrative Code has not been provided
- The Chief Executive Officer or designee has substantial evidence that the minimum educational requirements of the Ohio Administrative Code will not be met, even though the required information has been provided by the parent(s) or guardian.
If the Chief Executive Officer or their designee intends to deny the request for home school, they must do so following Ohio Administrative Code 3301-34-03.
Upon substantial evidence of cessation of home school under the Ohio Administrative Code, the Chief Executive Officer or designee notifies the parent or guardian of the intent to revoke the excuse and of the parent or guardians' right to a due process hearing before the Chief Executive Officer or their designee.
The district shall enroll or reenroll a child who has been home schooled without discrimination or prejudice. The Chief Executive Officer or designee shall determine the appropriate placement of student(s) following Ohio Revised Code Section 3319.01. In making the placement decision, the the CEO or designee shall consider any of the following:
- The child's most recent annual academic assessment report
- Requiring the child to take any or all of the nationally normed, standardized achievement tests regularly scheduled for district pupils of similar age
- Other evaluation information, including interviews with the child and/or parent(s).
